The people of the State of California do enact as follows:. It is the intent of the Legislature that the Department of Motor Vehicles, in conjunction with the Department of Finance, develop a method to allocate costs and develop a cost model that would allocate the cost associated with the registration of a vehicle by the Department of Motor Vehicles to the vehicle registration fee authorized by Section of the Vehicle Code.

The method should also identify costs attributable to specific additional activities of the Department of Motor Vehicles in collecting vehicle license fees, weight fees, and other fees. This methodology should be submitted to the Legislature for consideration in further revisions of Section of the Revenue and Taxation Code.
