The genesis of the issue occurred in the summer of and was being reported in this community after the August updates, when it was reported that the latest cumulative security update for September KB being manually downloaded and installed would fix the CPU spiking at Windows Update.

The linked thread shows this being reported last September and month by month the well known universal issue has grown worse and worse, with installing the latest cumulative security update for IE manually being the fix. The issue was compounded by a faulty Microsoft Fix it tool which was linked by Microsoft as the fix for Windows Update Issues, but the faulty Fix it tool would then instantly corrupt the registry of a user computer and cause an added problem that would make BITS and windows update both stop working, aggravating the original problem instead of fixing the problem.

The above steps should resolve the most obvious and certain to occur issue. However there are two other known issues that may also occur and are common issues as added aggravation.
